Would-be Immigrants Stranded Because the Steamships Refuse to Take Them.

BERLIN, Jan. 10.—Several dailies demand that tho Government prepare at onco an immigration bill to meet tho emergency creuted by the United Stales quarantine regulations. Thu present laws are quite inadequate. Scores of immi-rants whom tho British steamship companies havo refused to accept, after having sold them tickets, aro now charges on tho public in Hamburg, as they havo not sufficient to complete their journeys homeward. Stettin nnd Bremen are similarly embarrassed, hut in a less degree. Tho Hamburg authorities say that more than 110,000 persons in Austro-Hungary, Russia and Germany, who have paid their money for passage to the United States, will not be accepted by the steamship companies, and unless something bo done to stop them are likely to be stranded in the cities along the German seaboard. Tho consequent burden upon the city treasuries would be enormous. Dangers from the spread of cholera or typhus among the Russian and Polish Hebrews, moreover, would threaten every large port like Bremen or Hamburg.
